Non-Titled Transition
On March 18, 2010, Governor Brewer signed into law a budget for fiscal year 2011, which begins on July 1, 2010. The budget eliminates $36 million in state funds (or non-Title 19 funds) for behavioral health services (statewide) for individuals with a serious mental illness who do not meet AHCCCS (Title 19/Medicaid) eligibility requirements. This funding cut is on top of the three previous fiscal years funding reductions; nearly $30 million in cuts for Maricopa County alone.
The FY2011 budget does include some statewide funding for limited services, specifically $40 million for medication, $16 million for crisis services and $5 million for some supported housing. This appropriation represents a significant decrease in state funding for services and will result in a dramatically scaled-back benefit for thousands of adults who are ineligible for AHCCCS and are currently receiving support and treatment for mental illness through the use of state funds.

- Maricopa County Clinic System Map - This map shows the planned consolidation of clinics in Maricopa County over the next few months.
- Benefit Change Notification Letters English | Spanish (Dated 05-21-10): Magellan mailed letters to impacted, non-Title 19 individuals to notify them of the upcoming change in benefits effective July 1, 2010. Included with the letter were copies in English and Spanish of the FAQs and resource guide below as well as a copy of a flyer for Magellan's resource fairs. Additionally, if a person had a housing benefit impacted by this change, he or she recieved a special letter that can be accessed by clicking the following links: Housing Impact Letter English | Spanish.

- Non-title 19 Generic-only Medication Formulary: Effective July 1, 2010, Magellan of Arizona will have a medication formulary specifically for non-Title 19 service recipients with serious mental illness (SMI) that is a generic-only medication benefit. The formulary is available on Magellan of Arizona's Pharmacy Web page.
