System of Care Plans
Annually the Arizona Department of Health Services, Division of Behavioral Health Services (ADHS/DBHS) works with each Regional Behavioral Health Authority (RBHA) to develop system of care plans, identifying network development priorities. In turn, the RBHAs develop two system of care plans (one for adult services and the other for children's services) based on ADHS/DBHS state-wide system of care plans. Each RBHA bases its own plans on thorough analysis of data including: utilization data, complaint data, grievance and appeal data, unmet needs data, access to care data, network inventory data, planned or new initiatives to improve care, and a system of care plan review from the previous year. In the development of the children's system of care plan, the RBHAs take input from family members and community stakeholders gathered at community-based planning meetings and various committees.
The Network Strategy Committee and the Magellan of Arizona Governance Board review Magellan of Arizona's system of care plans before they're submitted to ADHS/DBHS for approval. This assures the plans contain input from not only Magellan's staff but also the community members that serve on the committee and the board. In addition, Magellan sends a draft of the children's system of care plan to family-run organizations in the children's system to ensure family and community input is sufficiently integrated prior to submitting it to ADHS/DBHS.
